SB 1648 – Parole Reinstatement for Certain Nonviolent Felony Offenders (Florida 2024)

• Reinstates parole in Florida for offenders who solely committed nonviolent second-degree or third-degree felony offenses, creating new section 947.28 of Florida Statutes
• Eligible offenses include drug possession, theft/grand theft/larceny, possession or trafficking of cannabis, and burglary of an unoccupied dwelling, structure, or conveyance while unarmed
• Excludes individuals convicted of sexual battery (s. 794.011), lewdness/indecent exposure offenses (Ch. 800), child abuse (s. 827.03), or sexual performance by a child (s. 827.071), including attempts, solicitation, or conspiracy to commit those offenses
• Excludes individuals previously released under conditional release (s. 947.1405) or the Control Release Authority (s. 947.146)
