SB 1740 — Grants for Victims of Political Discrimination (Florida, 2024)

• Creates section 17.691, F.S., directing the Defending Freedom Fighters Trust Fund to provide grants covering legal fees for individuals facing criminal charges brought by a U.S. public entity that the Department of Financial Services determines constitute political discrimination
• Limits eligibility to "qualified persons" who meet presidential eligibility requirements under the U.S. Constitution, are legal Florida residents or hold a valid Florida driver license, and comply with state (chapter 106) and federal election law
• Grants are capped at $5 million per qualified person, subject to fund availability
• Requires the Department of Financial Services to prioritize grant distribution based on the severity of criminal charges and the causal connection between those charges and the applicant's political affiliation
• Authorizes emergency rulemaking to implement the act and sets a contingent effective date tied to passage of companion legislation creating the underlying trust fund
