Authorizes the Agency for Health Care Administration to submit budget amendments for Medicaid program realignment, the Disproportionate Share Hospital Program, the Low-Income Pool, directed payment programs for hospitals, and replacement of the Florida Medicaid Management Information System (FMMIS) with a new modular Florida Health Care Connection (FX) system overseen by a multi-agency executive steering committee

Creates the Citrus Recovery Loan Program within the Department of Agriculture, providing interest-free loans with 120-month terms to commercial citrus growers for grove recovery, with the remaining balance converted to a grant after 70% repayment; also creates the Local Government Water Supply Grant Program for infrastructure projects north of Interstate 10

Extends for one fiscal year provisions including the drone replacement grant program (expanded to fire and EMS), court-appointed counsel compensation caps ($1,000–$25,000 depending on case type), Department of Corrections authority for emergency staffing, medical marijuana rulemaking exemptions, and the Florida National Guard Joint Enlistment Enhancement Program ($1,000 per recruit referral)

Requires the Department of Management Services to assess an administrative health insurance charge on each state agency for vacant positions eligible for group insurance coverage, limits state employee travel to mission-critical activities with lodging capped at $225/day for agency-sponsored events, and maintains legislative salaries at the level in effect on July 1, 2010
