Expands and funds health care workforce loan repayment programs, including adding dental hygienists to the Dental Student Loan Repayment Program ($8 million appropriated), renaming and broadening the Medical Education Reimbursement Program to cover mental health professionals with up to $150,000 for physicians ($30 million appropriated), and creating the $25 million TEACH Funding Program to reimburse federally qualified health centers and community mental health centers for clinical training costs; all programs sunset July 1, 2034

Enacts three interstate licensure compacts — the Interstate Medical Licensure Compact, the Audiology and Speech-Language Pathology Interstate Compact, and the Physical Therapy Licensure Compact — to streamline multistate practice through expedited or privilege-based licensure, each establishing interstate commissions with rulemaking authority

Creates "advanced birth centers" authorized to perform low-risk cesarean deliveries, trial of labor after cesarean, and administer anesthesia, requiring 24/7 staffing, a board-certified obstetrician and anesthesiologist as medical directors, a dedicated surgical suite, a blood bank agreement, and a Medicaid provider agreement

Expands psychiatric nurse authority under the Baker Act to include ordering emergency treatment, recommending involuntary placement, and prescribing medication in crisis stabilization units; establishes minimum standards for mobile crisis response services with $11.5 million appropriated for expansion, and reduces the psychiatric nurse supervision requirement from 2 years to 1 year of post-master's clinical experience

Requires hospitals with emergency departments to submit nonemergent care access plans (NCAPs) to the Agency for Health Care Administration by July 1, 2025, including collaborative partnerships with federally qualified health centers or colocated urgent care centers, and appropriates over $329 million across multiple line items for Medicaid rate increases covering dental, private duty nursing, therapy, behavioral analysis services, and obstetric/newborn hospital reimbursement
