Associations with 100 or more parcels must post governing documents, budgets, financial reports, insurance policies, meeting notices, and other official records on a website or mobile application accessible to parcel owners by January 1, 2025

Establishes criminal penalties for HOA directors, officers, and managers, including second-degree misdemeanors for repeatedly failing to maintain or provide records, first-degree misdemeanors for defacing or destroying accounting records, and third-degree felonies for refusing to release records to obstruct criminal investigations or for accepting kickbacks

Requires newly elected or appointed board directors to complete department-approved educational curriculum within 90 days, retake it every 4 years, and complete 4–8 hours of annual continuing education depending on association size; community association managers serving HOAs must complete at least 5 hours of HOA-specific continuing education biennially

Prohibits associations and their officers, directors, employees, and agents from using debit cards issued in the association's name, with unauthorized use constituting theft under Florida law; also prohibits associations from preparing reduced financial statements for consecutive fiscal years and requires associations with 1,000 or more parcels to prepare audited financial statements

Requires architectural and construction improvement committees to apply and enforce standards reasonably and equitably across all parcel owners, and mandates written notice specifying the rule or covenant relied upon when denying a parcel owner's improvement request
