Establishes criminal penalties for HOA directors, officers, or managers who repeatedly fail to maintain or provide access to official records (second-degree misdemeanor), knowingly deface or destroy accounting records (first-degree misdemeanor), or refuse to release records to obstruct criminal investigations (third-degree felony), with automatic removal from office upon conviction

Prohibits HOA use of association debit cards for expenses not preapproved by the board, classifying unauthorized use as theft, and requires the board to provide a detailed accounting of debts owed within 15 business days of a written request, with failure resulting in waiver of outstanding fines more than 30 days past due

Restricts HOA fining authority by raising the lien threshold from $1,000 to $2,500, prohibiting liens for lawn/landscaping or traffic fines, requiring hearings within 30 days of notice, mandating at least 30 days for fine payment after written notice, and barring fines for items like garbage cans left out within 24 hours of collection or holiday decorations before written notice is given

Prohibits HOAs from restricting property owners from parking personal vehicles (including pickup trucks) in driveways, hiring unlicensed or non-preferred-list contractors, installing hurricane protection or metal roofs, planting vegetable gardens, using clotheslines, or retroactively enforcing new rules against existing owners who did not consent

Expands criminal penalties for fraudulent voting activities in HOA elections to include aiding, abetting, or conspiring in election fraud (first-degree misdemeanor), and prohibits HOAs from restricting law enforcement officers from parking assigned vehicles on public roads and rights-of-way
