Xylazine is added to Florida's Schedule I controlled substances list, effective July 1, 2025, with an exception for FDA-approved xylazine animal drug products used in conformance with their approved veterinary applications; manufacture, importation, distribution, prescribing, or sale for human use is explicitly not exempt.

Selling, manufacturing, delivering, or possessing with intent to sell xylazine in forms resembling branded food products, candy, or products with cartoon character imprints is a first-degree felony carrying a mandatory minimum 3-year prison sentence.

Creates the offense of "trafficking in xylazine" for knowingly possessing, selling, purchasing, manufacturing, delivering, or bringing into Florida 4 or more grams of xylazine or any mixture containing it.

Trafficking penalties are tiered by quantity: 4–14 grams carries a mandatory minimum 7 years and $50,000 fine; 14–28 grams carries 20 years and $100,000 fine; 28 grams or more carries 25 years and $500,000 fine.

The Schedule I classification takes effect July 1, 2025; the criminal penalty and trafficking provisions take effect October 1, 2025.
