Creates the "Construction Disruption Assistance Act" establishing the Construction Impact Relief Program within the Department of Commerce, funded through the Florida Job Growth Grant Fund, to assist small businesses (50 or fewer employees) whose access is obstructed by state or local government construction projects

Provides grants of up to $25,000 per construction phase for demonstrable losses and low-interest loans of up to $100,000 at no more than 3% annual interest for operational costs during construction disruptions

Requires the Department of Commerce to develop a public awareness and marketing campaign in partnership with local chambers of commerce, including digital advertising, local event sponsorships, and signage outreach to encourage customer support for affected businesses

Directs the department to establish a hotline for small business owners and to adopt implementing rules by October 1, 2025; applicants must submit documentation of demonstrable loss and a plan for use of funds

Requires an annual report to the Governor, Senate President, and House Speaker summarizing program performance, including total businesses served, funds disbursed, and program outcomes; effective July 1, 2025
