Creates s. 490.017, F.S., exempting portions of meetings of the Interstate Compact for School Psychologists Commission and its executive committee from public meetings requirements when discussing specified sensitive topics, including member state noncompliance, personnel matters, litigation, contract negotiations, criminal accusations, trade secrets, personal privacy information, law enforcement investigative records, and compact compliance investigations.

Exempts recordings, minutes, and records generated during closed portions of such meetings from public records requirements under s. 119.07(1) and Article I, s. 24(a) of the State Constitution.

Requires the presiding officer to state on the record that a meeting is being closed and cite each relevant exempting provision, and requires the commission to keep detailed minutes of closed meetings that remain under seal unless released by a majority vote of the commission or court order.

Subjects the exemptions to the Open Government Sunset Review Act, with automatic repeal on October 2, 2028, unless reenacted by the Legislature.

Takes effect contingent on the passage and enactment of HB 327 or similar legislation during the same 2025 legislative session, which would establish Florida's participation in the Interstate Compact for School Psychologists.
