Creates s. 1003.211, F.S., requiring every Florida public school to establish a School Staff Assistance for Emergencies (SAFE) Team and a school elopement plan to protect students with disabilities—defined as autism spectrum disorder or intellectual disability—who are at risk of leaving school grounds or staff supervision unsupervised.

Requires the SAFE Team to include the school principal, assistant principal, and at least five additional members appointed by the principal, with responsibilities including creating and annually updating the elopement plan, responding to all elopements, and training all school personnel on procedures.

Mandates that the SAFE Team, in coordination with a parent, create a student-specific elopement quick reference guide for any student with disabilities prone to elopement, including the student's photo, identifying information, communication level, interests and aversions, health considerations, GPS technology options, and likely elopement destinations.

Requires each public school to annually submit its elopement plan to the district school board and authorizes the State Board of Education to adopt implementing rules.

Effective July 1, 2025.
