Creates a new "optometrist certified in ophthalmic procedures" designation, authorizing certified optometrists who complete an additional board-approved course and examination to perform laser and non-laser ophthalmic procedures, excluding specific surgeries such as laser vision correction, retinal surgery, cataract/lens surgery, and cosmetic eyelid surgery.

Requires a joint committee of 2 board-certified ophthalmologists and 3 certified optometrists to develop the ophthalmic procedures course and examination, with annual board review and approval of content.

Expands the scope of practice for certified optometrists to include removal of superficial foreign bodies, eyelid skin tags, styes, tear duct probing for patients 18+, and punctal plugs; removes the prior blanket prohibition on "surgery of any kind" and replaces it with a detailed list of excluded procedures.

Establishes financial responsibility requirements for licensure, mandating professional liability coverage of at least $100,000 per claim with a $300,000 annual aggregate, or equivalent escrow account or irrevocable letter of credit.

Requires all optometrists initially licensed on or after July 1, 2025, to be licensed as certified optometrists, including completion of a 20-hour oral pharmaceutical agents course; requires background screening for applicants and sets application/examination fees not to exceed $250/$325.
