Creates the Utility Relocation Reimbursement Grant Program within the Department of Commerce to reimburse communications services providers (subject to chapter 202) for eligible costs incurred when relocating facilities at the request of a county or municipal authority.

Directs $50 million per fiscal year from communications services tax revenues to the Grants and Donations Trust Fund within the Department of Commerce to fund the program, beginning October 1, 2025, with a $50 million nonrecurring appropriation for fiscal year 2025-2026.

Relieves county and municipal authorities from responsibility for paying relocation expenses of communications services facilities in public rights-of-way, while allowing service providers to apply for reimbursement through the grant program subject to fund availability.

Requires the Department of Transportation (or agencies under chapters 348/349) to notify communications services providers with permitted infrastructure in a right-of-way within 90 days after a project requiring relocation is added to the project schedule, and requires providers to respond within 90 days with estimated relocation timeframes and costs.

Mandates that when infrastructure installed within the past 7 state fiscal years must be relocated due to roadway safety or congestion improvements, the department must incur at least 50 percent of the relocation costs through a joint participation agreement.
