HB 741 — Termination of Pregnancies

• Replaces Florida's current 6-week gestational age ban on abortion with a fetal viability standard, prohibiting termination only after a physician determines the fetus has achieved viability
• Permits termination after viability when two physicians certify in writing that it is necessary to save the pregnant woman's life, avert serious risk of substantial and irreversible physical impairment of a major bodily function, or because the fetus has a fatal fetal abnormality
• Allows a single physician to authorize an emergency termination after viability to save the woman's life or avert imminent serious physical impairment when another physician is not available for consultation
• Removes the existing exceptions for pregnancies resulting from rape, incest, or human trafficking (previously allowed up to 15 weeks) and the pre-third-trimester fatal fetal abnormality exception, consolidating exceptions under the new viability framework
• Effective date is July 1, 2025
