Requires the Department of State and supervisors of elections to verify U.S. citizenship status of voter registration applicants using driver license records, Department of Highway Safety and Motor Vehicles (DHSMV) data, and all other available sources, and mandates referral to the Office of Election Crimes and Security if false affirmations are found on applications.

Requires all Florida driver licenses and identification cards issued to non-U.S. citizens to display "NC" on the front, and mandates DHSMV to report non-citizen documentation to the Department of State weekly; electors presenting ID with a non-citizen designation at the polls must vote by provisional ballot.

Expands first-time voter identification requirements to apply to all applicants who register by any method other than at a DHSMV office (not just mail registrants), adds U.S. birth certificates, naturalization papers, consular reports of birth abroad, and unrestricted social security cards as acceptable primary identification, and removes the age-65-and-older exemption from ID requirements.

Requires supervisors of elections to conduct quarterly bulk list maintenance comparing voter rolls against DHSMV, Department of Children and Families, and other agency records to identify non-citizens, deceased persons, out-of-state movers, and other ineligible voters, and to quarterly analyze registration databases for addresses exceeding zoning-based occupancy limits.

Requires voter registration agencies and third-party voter registration organizations to screen applicants for U.S. citizenship before offering registration, and mandates DHSMV to offer non-citizens the opportunity to update their license classification upon becoming citizens and to include voter registration instructions with license renewal mailings sent to non-citizens. Effective date: July 1, 2025.
