Expands the definition of "at-risk child" to include a child in the custody of a parent receiving comprehensive services at a licensed residential behavioral health treatment center with an onsite child care facility

Revises the definition of "economically disadvantaged" to mean family income not exceeding the greater of either 50 percent of the state median income or 150 percent of the federal poverty level, rather than using a single threshold

Requires the school readiness program's uniform waiting list to track children based on family household income and the priorities established under s. 1002.87, rather than tracking only "eligible" children

Revises the school readiness program funding allocation formula to require the Early Learning Programs Estimating Conference to consider historical trends of children served and population changes for each county when determining full-time equivalent school readiness children
