Each Florida College System institution and state university must, in consultation with the State Office on Homelessness, develop a plan to prioritize placement of current or former foster care students and students experiencing or at risk of homelessness in institution-owned residence halls or dormitories.

Students eligible for tuition and fee exemptions under s. 1009.25(1)(c)1.-4. or (1)(e) must receive first priority for institution-operated housing, year-round housing, and work-study opportunities.

Florida College System institutions and state universities are prohibited from requiring a cosigner or guarantor for housing if the student receives housing support under s. 409.1451(2) or (3) or is receiving continuing care under s. 39.6251.

The Department of Children and Families, community-based care lead agencies, and housing authorities must administer the federal Foster Youth to Independence (FYI) initiative and other HUD programs, including entering memoranda of understanding with local housing authorities, providing supportive services, and identifying eligible young adults.

Entities administering housing funds for young adults in the child welfare system must document actions taken to help young adults obtain residential leases, including providing landlords with assurances of monthly housing voucher funding; effective July 1, 2025.
