Establishes a 1-year statute of limitations for all prisoner lawsuits concerning conditions of confinement, requires exhaustion of administrative remedies before filing, mandates dismissal of frivolous actions, and bars claims for mental or emotional injury without a prior showing of physical injury or sexual act (creating s. 760.701, F.S.)

Requires mandatory consecutive sentencing for minimum prison terms under the "10-20-Life" law when offenders are convicted of multiple qualifying felonies involving firearms or destructive devices, and permits consecutive sentencing when qualifying felonies are committed in conjunction with non-enumerated felony offenses

Adds a third authorized method of execution—any method "not deemed unconstitutional"—to electrocution and lethal injection, including when acquisition of lethal injection chemicals becomes impossible or impractical

Overhauls inmate mental health treatment procedures (ss. 945.41–945.49), requiring express and informed consent for treatment, establishing new involuntary examination and placement processes with court hearings within 14 days, creating a framework for court-ordered medical intervention for inmates engaging in self-injurious behavior, and establishing health care advance directive and proxy procedures for incapacitated inmates

Changes the appointment process for the Florida Commission on Offender Review so members are directly appointed by the Governor and Cabinet rather than selected from a parole qualifications committee list, and exempts Department of Corrections and Department of Juvenile Justice personnel from restrictions on use of tracking devices
