Creates the Florida Service Lateral Assessment and Rehabilitation Act (s. 403.4156, F.S.), requiring all public and private utility systems to establish comprehensive condition assessment programs for sewer service laterals, with mandatory CCTV inspections of every lateral at least once every 7 years following NASSCO LACP protocols.

Requires laterals with a pipe rating index score above 3.5 or a likelihood of failure score at or above 4 to be flagged for mandatory monolithic repair, with rehabilitation completed within 12 months of discovery using trenchless technology and materials with a minimum 50-year life expectancy.

Mandates that all inspection data, videos, and condition ratings be stored on a secure cloud-based platform for at least 14 years (two inspection cycles), with a publicly accessible database for properties where defective laterals are identified.

Requires utility systems to submit annual compliance reports to the Department of Environmental Protection, with noncompliant utilities subject to administrative fines, notices of violation, and potential suspension of operational permits or state funding eligibility.

Authorizes the state to establish incentive programs, grants, or matching funds and permits existing state or local environmental preservation and water quality funds to be used for sewer lateral improvements; effective July 1, 2025.
