Renames the "Florida Accounting Information Resource Subsystem" to the "Financial Management Subsystem," updates reporting references throughout state financial management statutes, and authorizes advance payments for prepaid multiyear software licenses.

Winds down the Special Disability Trust Fund by prohibiting the Division of Workers' Compensation from accepting new notices or proofs of claim beginning July 1, 2026, barring claims without an offer letter by December 31, 2026, and establishing a final reimbursement process using estimated outstanding loss values discounted at 4 percent.

Creates the Florida Firefighter Recruitment Bonus Payment Program, providing one-time bonus payments of up to $5,000 to newly employed certified firefighters who maintain continuous full-time employment for at least 2 years, contingent upon legislative appropriation; the program expires July 1, 2028.

Establishes criminal background disqualification standards for funeral, cemetery, and consumer services licensure under a new s. 497.1411, permanently barring applicants convicted of first-degree felonies or felonies involving regulated conduct, and imposing 5- to 10-year disqualification periods for other offenses with an exemption process through the Board of Funeral, Cemetery, and Consumer Services.

Revises insurance licensing and regulation provisions, including requiring persons under investigation to respond to document requests within 14 days, requiring title agencies to disclose all closing fees to consumers before closing, requiring adjusters to follow rule-based estimate requirements that cannot be waived, and allowing bail bond agents to collect credit card processing fees in addition to required premiums.
