Extends the repeal date of the definition of "messenger ribonucleic acid vaccine" from June 1, 2025, to June 1, 2027, preserving prohibitions on discrimination based on health care choices and on mRNA vaccine mandates for educational institutions, with contingent retroactive operation to June 1, 2025.

Requires medical marijuana treatment centers to notify the Department of Health via e-mail within 24 hours of any actual or attempted theft, diversion, or loss of marijuana, and defines key terms ("manager," "owner," "employee") for background screening purposes for both treatment centers and testing laboratories.

Reduces the active practice requirement for licensure by endorsement under the MOBILE Act from 3 years to 2 years within the preceding 4-year period, and revises allopathic physician licensure by endorsement to allow alternative pathways including completion of a board-approved postgraduate training program or clinical competency examination.

Expands the list of institutions eligible for medical faculty certificates to include the Orlando College of Osteopathic Medicine, Lincoln Memorial University-DeBusk College of Osteopathic Medicine in Orange Park, and Loma Linda University School of Medicine–AdventHealth regional campuses in Orlando; and allows physician assistants licensed in any U.S. state or the District of Columbia to receive temporary certificates for practice in areas of critical need.

Updates the Physical Therapy Licensure Compact by defining "party state," authorizing remote states to issue enforceable subpoenas to individuals in party states for testimony or evidence production, and restricting investigative information in the data system to party states rather than all member states; and replaces references to "American Association of Physician Specialists" with "American Board of Physician Specialties" across multiple statutes.
