Renames the "Florida Educational Equity Act" as the "Florida Educational Equality Act," requires (rather than authorizes) public schools and Florida College System institutions to provide separate toilet, locker room, and shower facilities based on sex, and establishes Title IX investigative procedures for postsecondary institutions including mandatory in-person hearings with cross-examination and a "clear and convincing evidence" standard of proof (replacing "preponderance of the evidence").

Requires State Board of Education approval for the appointment, reappointment, and contract extensions of Florida College System institution presidents, with reappointments and extensions limited to 1-year terms.

Repeals several race- and ethnicity-based programs including the Minority Teacher Education Scholars Program, the Florida Fund for Minority Teachers, the Florida Education Fund, and the Jose Marti Scholarship Challenge Grant Program; removes minority business enterprise set-aside provisions for construction contracts; and renames the "Florida Partnership for Minority and Underrepresented Student Achievement" to remove "Minority."

Requires teacher preparation programs, educator preparation institutes, professional learning certification courses, and school leader preparation programs to include strategies for the effective use of high-quality instructional materials, emphasizing adherence to the intended instructional design without altering or restructuring the curriculum.

Provides tuition and fee waivers for active Florida State Guard members for up to 6 credit hours per term at state universities and Florida College System institutions; permanently revokes Florida Bright Futures scholarships for students expelled or found guilty of a felony; and reduces the minimum postsecondary credits required for the Florida Gold Seal CAPE Scholars award from 5 to 3.
