Requires the Just Read, Florida! Office to work with the Florida Center for Reading Research (FCRR) to identify middle and high school personnel—including principals and reading coaches—to receive training on delivering reading instruction and interventions to students in grades 4 through 12, with priority given to small and rural school districts and career technical programs.

Requires the FCRR, contingent upon appropriation, to develop job-embedded training content for school and district leadership focused on reading instruction for grades 4–12, including evidence-based strategies for motivating adolescent learners and scaffolding instruction for struggling readers and writers.

Adds a new requirement for school district reading instruction plans to include methods for deploying reading coaches and placing kindergarten through grade 2 classroom teachers to ensure assignment of high-quality teachers trained in the science of reading, subject to Department of Education review and approval.

Expands school district professional learning system requirements to include training for reading coaches, classroom teachers, and school administrators on delivering reading instruction and interventions to students in grades 4–12, including strategies for engaging adolescent learners and accommodating struggling readers.

Effective date is July 1, 2025.
