Establishes the Florida Cancer Research Network within the Department of Health to promote innovative cancer treatment research, expand grant opportunities, extend research into rural and underserved areas, and track patient data through the Florida Cancer Data System.

Removes the existing tiered funding formula (Tiers 1-3) that distributed payments to NCI-designated cancer centers based on weighted allocation fractions, replacing it with a broader competitive grant program open to cancer centers, hospitals, clinics, rural hospitals, critical access hospitals, specialty children's hospitals, and biomedical research entities.

Requires licensed health care providers diagnosing, treating, or screening for cancer to report expanded data to the Florida Cancer Data System, including patient-reported outcome measures, survival rates, treatment complication rates, biomarker response, and long-term survivorship outcomes.

Creates four subcommittees under the Cancer Connect Collaborative (Research, Recruitment, Infrastructure/Technology, and Program Development) with eight members each, and requires the collaborative to submit an annual report by December 1 evaluating the network's performance, grant awardee progress, and best practice recommendations.

Establishes the Cancer Connect Collaborative Research Incubator to identify and fund a targeted area of cancer research for a 5-year period (January 1, 2026 through December 31, 2030), with a final report due July 1, 2031 summarizing results and recommending future research areas.
