Overhauls certification and recertification of public employee bargaining agents by requiring elections to be determined by a majority of all public employees in the bargaining unit (not just those voting), except for bargaining units where the majority of employees are public safety employees (law enforcement, firefighters, EMTs, 911 telecommunicators), which retain the majority-of-those-voting standard.

Prohibits public employers from providing compensation or paid leave to public employees for engaging in employee organization activities, and prohibits public employers from discriminating among employee organizations regarding access to facilities or resources during certification/decertification campaigns; public safety employee bargaining units are exempt from these restrictions.

Requires employee organizations to revoke a public employee's membership and cease collecting dues within 30 days of receiving a written revocation, prohibits limiting revocation to certain dates, and requires the membership authorization form to include a statement that membership and dues are voluntary and protected by both Florida's right-to-work law and the First Amendment.

Increases fines for strike violations from $5,000 to $30,000 maximum for employee organizations found in contempt of a strike injunction, and from $20,000 to $120,000 per calendar day for organizations found by the commission to have violated the strike prohibition; individual officer fines increase to $300-$600 per day.

Repeals s. 447.308 (revocation of certification), reorganizes and adds definitions (including "employee organization activities," "public safety employee," and "showing of interest"), authorizes the commission to serve documents by any method establishing proof of delivery rather than only certified mail, and requires bargaining agents to petition for recertification within 30 days of the commission confirming their renewal application is complete.
