Effective October 1, 2025, department secretaries, executive directors, chief administrative officers, commission and licensing board members, and other executive branch appointees must be U.S. citizens and Florida residents, with offices automatically deemed vacant if requirements are not met.

Effective January 6, 2027, state university board of trustees members must be U.S. citizens and either Florida residents or graduates of the university they oversee, and Board of Governors members must be U.S. citizens and either Florida residents or graduates of a state university.

State, county, and municipal officers and employees are prohibited from using official authority or influence to solicit any person — not just fellow employees — to make political contributions, expanding the scope of existing restrictions under s. 104.31, F.S.

Department secretaries, executive directors, and chief administrative officers are prohibited from receiving travel expense reimbursements for commuting between their personal residence and official headquarters, and their official headquarters must be the city where the department's headquarters is located.

Lobbyists and principals are prohibited from making any expenditure to water management district governing board members, executive directors, or qualifying district employees, and the Commission on Ethics is required to investigate complaints of prohibited expenditures.
