Department of Law Enforcement must impose a $10,000 fine for each violation of immigration enforcement assistance agreement requirements (s. 908.11), with collected funds directed to compensate victims of unauthorized aliens

Creates a victim compensation program (s. 908.13) administered by the Department of Law Enforcement for Florida residents who have suffered harm caused by an unauthorized alien, applicable to incidents occurring on or after July 1, 2025

Creates a wrongful death cause of action (s. 908.14) allowing the estate of a person killed by an unauthorized alien to sue local governmental entities with sanctuary policies or law enforcement agencies that failed to comply with federal immigration cooperation requirements

Plaintiffs must prove by a preponderance of the evidence that a failure to cooperate with federal immigration authorities or comply with an immigration detainer materially contributed to the decedent's death

Waives sovereign immunity for tort liability under the new wrongful death cause of action, exempting these claims from the standard caps and limitations of s. 768.28; effective July 1, 2025
