Establishes the Consortium for Parkinson's Disease Research within the University of South Florida, consisting of public and private universities and academic medical centers, to conduct and disseminate rigorous scientific research on Parkinson's disease.

Creates the Parkinson's Disease Research Board to direct consortium operations, composed of representatives from each participating institution appointed to 4-year terms, with expertise in fields such as neurology, psychology, nutrition, and genetics.

Requires the board to annually adopt a research plan focused on causes, mechanisms, potential treatments, and prevalence of Parkinson's disease in first responders, and to issue a report to the Governor and Legislature by October 15 each year.

Establishes the Florida Institute for Parkinson's Disease within the University of South Florida as a statewide resource for research, clinical care, education, and advocacy aimed at finding a cure and improving quality of life for those affected.

Implementation is contingent on available funding in the annual General Appropriations Act, with an effective date of July 1, 2025.
