Removes the requirement that 50% of teachers support a conversion charter school application, retaining only the requirement of 50% support from voting parents whose children are enrolled, with majority parent participation in the ballot process

Prohibits district school boards from charging rental or leasing fees to parents, principals, school advisory councils, or teachers organizing a conversion charter school, while requiring municipalities to negotiate such fees separately with the district school board

Adds charter schools and job engine charter schools as eligible entities under the Workforce Development Capitalization Incentive Grant Program, which funds creation or expansion of career and technical education programs leading to industry certifications, with the State Board of Education directed to give priority to job engine charter school applications
