Requires the Agency for Health Care Administration (AHCA) to develop and administer annual consumer satisfaction surveys for nursing home residents and families, with results published on the agency's Nursing Home Guide website to allow facility comparisons; facility employees and volunteers are prohibited from influencing resident responses

Mandates that nursing home medical directors obtain certified medical director designation from the American Medical Directors Association or an equivalent credential by January 1, 2026, and requires the agency to list each facility's medical director on its online provider profile

Requires nursing homes to conduct biennial anonymous patient safety culture surveys using the federal Agency for Healthcare Research and Quality instrument and submit results to AHCA, and to share electronic health record admission, transfer, and discharge data with Florida's Health Information Exchange

Imposes a $10,000 administrative fine per violation on nursing homes and their home offices that fail to file required financial reports, with each subsequent 10-day period of noncompliance constituting a separate violation, effective January 1, 2026; exempts state-operated nursing homes from these reporting requirements

Directs AHCA to revise its Medicaid Quality Incentive Program methodology to incorporate consumer satisfaction survey results, submit annual reports to the Governor and Legislature on program payments and quality trends, and contract with a third-party vendor to study other states' nursing home quality incentive programs with a final report due December 1, 2025
