Creates the "Construction Disruption Assistance Act" establishing the Construction Impact Relief Revolving Loan Program within the Florida Department of Commerce to provide financial relief to small businesses adversely impacted by state and local government construction projects that block access to their establishments

Offers low-interest loans of up to $100,000 to eligible small businesses with 50 or fewer employees whose primary access points are obstructed by government construction activities, with interest rates capped at the federal funds rate at the time of issuance

Requires applicants to document demonstrable losses, including revenue reductions compared to pre-construction levels and photo/video evidence of physical obstructions such as blocked parking, entryways, or signage visibility

Requires applicants to accept consultation from the Florida Small Business Development Center Network as a condition of participation and prohibits participation by businesses enrolled in any other loan program

Directs the Department of Commerce to adopt implementing rules by October 1, 2025, develop a public awareness and marketing campaign in partnership with local chambers of commerce, and submit an annual performance report to the Governor and Legislature by November 1 each year
