Creates public meetings exemptions for portions of Interstate Compact for School Psychologists Commission and executive committee meetings discussing specific sensitive topics, including member state noncompliance, personnel matters, current or anticipated litigation, contract negotiations, criminal accusations, trade secrets, personal privacy information, and law enforcement investigative records

Exempts recordings, minutes, and records generated during closed meeting portions from public records requirements under Florida's public records law (s. 119.07(1)) and the State Constitution

Requires the presiding officer to state on the record the specific exemption justifying closure when a meeting or portion of a meeting is closed, and requires detailed minutes describing all matters discussed and actions taken

Minutes and documents from closed meetings must remain sealed unless released by a majority vote of the commission or court order

Exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2030, unless reenacted by the Legislature; the bill's effective date is contingent on the passage of SB 434 (the underlying interstate compact legislation) in the same legislative session
