Creates new public records and public meetings exemptions specific to the Florida Department of Transportation (FDOT) for competitive solicitations related to road construction, maintenance, transportation facilities, and Florida Turnpike Enterprise toll operations contracts

Sealed bids, proposals, or replies received by FDOT remain exempt from public disclosure until 72 hours after notice of an intended decision (excluding weekends and holidays), until the protest filing deadline passes, or upon resolution of any formal written protest — whichever occurs latest

Exempts from public meetings requirements any portions of meetings involving vendor negotiations, oral presentations, or question-and-answer sessions during FDOT competitive solicitations, as well as team meetings where negotiation strategies are discussed

Requires complete recordings of all exempt meeting portions, with those recordings and any presented records kept exempt from public disclosure on the same timeline as sealed bids and proposals

The exemptions are subject to the Open Government Sunset Review Act and will automatically repeal on October 2, 2030, unless reenacted by the Legislature
