Establishes a Chief Manufacturing Officer within the Department of Commerce, appointed by the Secretary of Commerce, to serve as the state's subject-matter expert on manufacturing, coordinate interagency initiatives, and align manufacturing priorities across federal, state, regional, and local entities

Requires the Department of Commerce to submit a biennial report on the state's manufacturing efforts to the Governor and Legislature, with the first report due December 15, 2026

Creates the Florida Manufacturers' Workforce Development Grant Program to fund projects helping small manufacturers deploy new technologies, cybersecurity infrastructure, and workforce training, administered from the Economic Development Trust Fund and awarded competitively with published ranking metrics

Grant funds may be used for workforce development and operations but are explicitly prohibited from covering salaries, benefits, or general business and office expenses

Establishes the Florida Manufacturing Promotional Campaign as a voluntary marketing program with state-developed logos and promotional materials, requiring participating manufacturers to register annually with the department, which must report on campaign performance, fees collected, and participants as part of its annual report
