Directs the Florida Department of Highway Safety and Motor Vehicles to develop two new specialty license plates: one for Miami Dade College and one for St. Petersburg College

Annual use fees from the Miami Dade College plate will be distributed to the Miami Dade College Foundation, Inc., with up to 10% allowed for administrative costs and marketing, and the remaining balance dedicated to student scholarships

Annual use fees from the St. Petersburg College plate will be distributed to the St. Petersburg College Foundation, Inc., allocated as 10% for administrative costs and marketing, 40% for student scholarships, and 50% for student success initiatives in emerging technologies and workforce development programs

Both plates must display "Florida" at the top and the respective college name at the bottom or side, with colors and design approved by the department

Effective date is October 1, 2025
