Amends Florida Statute 713.20 to require that waiver and release of lien forms for both progress payments and final payments must use the specified statutory form language, replacing the previous permissive "may" standard and removing the "substantially" qualifier

Allows a lienor who executes a lien waiver and release in exchange for any form of payment (not just a check) to condition the waiver and release on receipt of funds, broadening the provision beyond check-based transactions

Permits an owner, in the absence of a payment bond, to withhold from contractor payments the amount of any unpaid funds until the lienor's conditional waiver is satisfied

Provides that a lien waiver or release not substantially similar to the statutory forms is still enforceable, but only if the form does not include additional terms beyond those in the statutory templates

Takes effect July 1, 2025
