Defines "veteran- and spouse-designated nursing home beds" as beds in licensed skilled nursing facilities on the campus of a 501(c)(3) nonprofit retirement community that houses only veterans, their spouses, and surviving spouses

Authorizes the executive director of the Department of Veterans' Affairs to approve requests to create or modify veteran- and spouse-designated nursing home beds, provided the beds operate within the U.S. Department of Veterans Affairs Community Nursing Home Program

Revises the certificate of need exemption for state veterans' nursing homes by removing the requirement that at least 50% of construction costs be federally funded, instead allowing state or federal funding to qualify

Creates a new certificate of need exemption for consolidation, combination, or transfer of beds between licensed nursing homes serving only veterans, spouses, and surviving spouses, provided the facilities share a controlled interest and the relocation site is within 100 miles of the original location

Takes effect July 1, 2025
