Restricts local governments in counties with populations of 1.5 million or greater, or in areas of critical state concern, from regulating vessel anchoring outside marked mooring field boundaries, with exceptions for live-aboard vessels, commercial vessels, and vessels anchored overnight for more than 30 days in a 6-month period

Designates three new sections of Biscayne Bay in Miami-Dade County as grandfathered-in anchoring limitation areas — specifically between Palm Island and Star Island, Palm Island and Hibiscus Island, and Palm Island and Watson Island — where overnight anchoring is prohibited between one-half hour after sunset and one-half hour before sunrise

Increases the minimum prohibited anchoring and mooring distance from the marked boundary of a public mooring field from 100 feet to 300 feet, unless a lesser distance is approved by the Fish and Wildlife Conservation Commission at the request of a local government

Effective date is July 1, 2025
