Creates the State Foreign Adversary Registration Act requiring persons acting as agents of foreign principals from adversarial nations or foreign terrorist organizations to register with the Florida Attorney General within 10 days, file biannual supplements, and maintain records for 3 years, with willful violations punishable as third-degree felonies and fines up to $100,000

Establishes the Florida Critical Infrastructure Protection Act prohibiting companies and governmental entities from entering into critical infrastructure agreements with foreign principals from countries of concern, banning software from such countries in state infrastructure, and barring contracts with foreign-linked video surveillance, LiDAR, router, modem, and smart meter vendors beginning July 1, 2026

Creates the Florida Secure Communications Act requiring communications providers to annually attest they do not use federally banned equipment, with administrative fines of $5,000–$25,000 per day for noncompliance and loss of eligibility for state, local, and certain federal infrastructure funds

Establishes the Council on Pacific Conflict within the Department of Law Enforcement to assess threats from a potential Pacific theater conflict, requiring a state supply chain audit of critical procurements by January 1, 2026, and a report on adversarial threats to critical infrastructure and military installations by July 1, 2026

Requires all state employees to annually submit affidavits attesting they are not foreign agents, mandates higher education institutions to adopt expulsion policies for violators and create reporting mechanisms for students harassed by foreign agents, and applies registration requirements retroactively to activities occurring after January 1, 2019
