Repeals Florida's 6-week abortion ban and replaces it with a prohibition on termination of pregnancy only in the third trimester, while removing bans on telehealth-based abortions and mail delivery of abortion medications

Repeals prohibitions on the use of state funds for travel to another state for abortion services and for sex-reassignment prescriptions or procedures, along with repealing restrictions on sex-reassignment treatments for minors and associated civil liability provisions

Requires Medicaid reimbursement for medically necessary treatment related to gender dysphoria and prohibits the agency from discriminating in reimbursement based on a recipient's gender identity or transgender status

Creates the "Health Care Transparency and Accessibility Act," requiring health care facilities that refuse to provide certain services to notify patients in writing, submit refused-services lists to the Department of Health by October 1, 2025, and face fines of up to $5,000 per day for noncompliance

Directs the Department of Health to publish a public database of covered entities and their refused services by January 1, 2026, and to develop a public education program on how denial of health care services affects access, quality, and vulnerable communities
