Prohibits state or local governmental entities from approving permits under multiple environmental and regulatory chapters for the construction or operation of municipal solid waste-to-energy facilities, pyrolysis facilities, or solid waste disposal facilities involving incineration within 1 mile of the C-9 impoundment authorized by the Water Resources Reform and Development Act of 2014

Exempts facilities that were already constructed and held an operating permit authorizing incineration before July 1, 2025

Adds the waste facility prohibition as a new subsection (13) to the Everglades improvement and management statute (s. 373.4592, F.S.), and redesignates existing subsections accordingly

Amends cross-references in statutes governing truck tractor combination permitting (s. 316.5501), the Small County Outreach Program (s. 339.2818), and the Florida water plan (s. 373.036) to conform with the redesignated subsection numbering

Takes effect July 1, 2025
