Mandates reporting on concentrations of specific contaminants including total nitrogen, total phosphorus, PFOA, PFOS, 1,4-dioxane, molybdenum, and other emerging contaminants of concern

Requires DEP to submit by December 31, 2026, a priority ranking process to upgrade all covered facilities to advanced wastewater treatment by 2036, based on environmental benefit, cost-effectiveness, project readiness, and available financial assistance including the water quality improvement grant program

Requires a progress report by June 30, 2027, detailing the priority list, preliminary cost estimates, projected timelines for beginning and completing upgrades, and operational start dates for upgraded facilities
