Requires the Agency for Persons with Disabilities (APD) to provide clients with a list of qualified organizations within 5 days of enrollment, post quarterly reconciliation reports on its website within 5 days of submission, and update preenrollment priority category numbers by county on its website at least every 5 days

Establishes a Statewide Family Care Council appointed by the Governor to connect local family care councils, advise APD on statewide policies, identify systemic barriers to service delivery, and submit an annual report by December 1 to the Governor and Legislature; APD must respond with a detailed action plan within 60 days

Restructures local family care councils with expanded duties including biannual family listening sessions and public forums, creation of family-led nominating committees for council vacancies, and a requirement to submit annual reports on policy changes and service delivery challenges to the statewide council by September 1

Expands the voluntary Medicaid managed care pilot program for individuals with developmental disabilities beyond Regions D and I to statewide eligibility by October 1, 2025, and to individuals already enrolled in waiver services or long-term care managed care by July 1, 2026; prohibits automatic enrollment, requiring an affirmative choice by eligible individuals

Directs APD to contract for an independent study of the iBudget algorithm, led by a researcher with a doctorate in statistics, to assess its performance and recommend improvements, with findings due to the Governor and Legislature by November 15, 2025
