SB 1096 — Responsible Gun Ownership Act (Florida)

• Requires all private firearm sales and transfers between unlicensed persons to be conducted through a federally licensed dealer who must perform a background check, with exemptions for family members, law enforcement, temporary transfers for hunting/target shooting, and estate transfers; violations are a third-degree felony

• Strengthens safe storage requirements by mandating firearms be kept in a securely locked box/container or secured with a trigger lock when a minor under 18 or a prohibited person is likely to gain access, removing the previous "location a reasonable person would believe to be secure" standard and raising the minor age threshold from 16 to 18

• Requires licensed dealers to include a trigger lock or gun case with every firearm sale, provide written warnings and safety brochures to purchasers, and retain signed compliance statements for at least 6 years; escalating penalties apply from second-degree misdemeanor for a first violation up to third-degree felony for a third or subsequent violation

• Prohibits the manufacture, assembly, sale, purchase, or possession (effective January 1, 2026) of firearms or unfinished frames/receivers without a valid serial number, bans undetectable firearms, and restricts the use of 3D printers or CNC milling machines for firearm manufacturing to those holding a valid federal manufacturing license

• Creates a 10-member Veteran's Firearm Suicide Reduction Task Force within the Department of Veterans' Affairs, appointed by the Governor and legislative leaders, required to convene by September 1, 2025, and submit a report on veteran suicide causes and prevention strategies by January 1, 2026
