Requires mandatory court hearings for drivers cited for running red lights (s. 316.074(1)) or failing to yield at stop/yield intersections (s. 316.123(2)) when the infraction results in a crash with another vehicle

Imposes a $500 civil penalty for a first offense; $1,000 plus a 6-month driver license suspension for a second offense; and $1,000 plus a 1-year license suspension for a third or subsequent offense — all in addition to any other applicable penalties

Requires owners or operators found to have committed these crash-causing infractions to carry higher liability insurance minimums of $100,000/$300,000 for bodily injury or death and $50,000 for property damage, maintained for a minimum of 3 years
