Authorizes Florida supervisors of elections and clerks of the circuit court to file budget appeals by petition to the Administration Commission within 30 days of receiving written notice that the board of county commissioners or budget commission amended, modified, increased, or reduced items in their proposed budgets

Requires the board or commission to file a reply with the Executive Office of the Governor within 5 days of receiving a copy of the appeal petition, with a copy delivered to the appealing officer

Directs the Executive Office of the Governor to conduct a budget hearing on the petition and reply, then submit findings and recommendations to the Administration Commission

Requires the Administration Commission to act within 30 days by either approving the county board's action, approving the constitutional officer's proposed budget, or amending/modifying the budget on each separate item within the limits of both proposals, with the Commission's decision being final

Takes effect July 1, 2025
