Repeals numerous Florida statutes related to minority business enterprise programs, regional planning councils, the Black Business Loan Program, black business investment corporations, and the Targeted Marketing Assistance Program, replacing race- and gender-based business classifications with geography-based "rural or urban business enterprise" designations tied to areas with below-average per capita income or elevated unemployment rates

Renames the Office of Supplier Diversity as the Office of Supplier Development and the Florida Advisory Council on Small and Minority Business Development as the Florida Advisory Council on Small, Rural, and Urban Business Development, shifting all associated procurement goals, certification processes, and assistance programs from minority-focused to rural or urban area-focused criteria

Creates the Research, Innovation, Science, and Engineering (RISE) Investment Tax Credit Program within the Department of Commerce, offering tax credits equal to 25% of qualifying venture capital investments in early-stage companies, capped at $100 million per fiscal year and $10 million per qualifying private fund, with 50% of credits reserved for investments in rural communities from July through December each year

Eliminates statutory regional planning councils created under the Florida Regional Planning Council Act (chapter 186), removing their roles in comprehensive planning, dispute resolution, transportation planning, environmental siting, and hazardous waste management, while authorizing local governments to voluntarily create regional planning entities via interlocal agreements

Establishes the Office of Secure Florida within the Department of Commerce to administer E-Verify employment authorization compliance and enforce prohibitions on real property purchases by foreign principals, and removes the July 1, 2025, expiration date for the Florida Law Enforcement Recruitment Bonus Payment Program while easing its eligibility requirements
