Preserves the statutory definition of "messenger ribonucleic acid (mRNA) vaccine" by reenacting it before its scheduled repeal on June 1, 2025, maintaining its use in laws prohibiting discrimination based on health care choices and prohibiting mask/vaccination mandates for educational institutions

Adds vaccination status as a protected category under Florida's Patient's Bill of Rights, prohibiting health care providers and facilities from discriminating against patients based on their vaccination status and guaranteeing impartial access to treatment regardless of vaccination status

Defines "owner," "manager," and "employee" for background screening purposes at medical marijuana treatment centers and testing laboratories, setting a 5 percent ownership threshold for screening requirements and requiring centers to report actual or attempted thefts, diversions, or losses of marijuana to law enforcement and the Department of Health via email within 24 hours

Expands eligibility for temporary certificates for physician assistants to practice in areas of critical need by allowing those licensed in any U.S. state or the District of Columbia to qualify, and revises the MOBILE Act to allow boards to approve licensure endorsement applications with conditions even when an applicant has been reported to the National Practitioner Data Bank for conduct that would not violate Florida law

Amends the Physical Therapy Licensure Compact to define "party state," restrict investigative information sharing to party states rather than all member states, authorize subpoena enforcement across party states, and update severability provisions accordingly
