Redesignates the official state flagship from the schooner Western Union to the S.S. American Victory, a 455-foot historic steamship built in 1944

Renames the Veterans Employment and Training Services Program as the Veterans Florida Opportunity Program, sets grant reimbursements at $5,000 per eligible trainee per fiscal year (down from $8,000), requires minimum training costs of $5,000, and authorizes educational stipends for veterans training at University of Florida Institute of Food and Agricultural Sciences locations for 4-6 months

Appropriates $2.5 million in recurring General Revenue funds for FY 2025-2026 to the Department of Veterans' Affairs for Florida Is For Veterans, Inc. programs, and expands its board of directors from 11 to 12 members

Exempts resident veterans from Department of State filing fees for articles of organization, articles of incorporation, certificates of limited partnership, and partnership registration statements (one-time use), and exempts Florida National Guard members and their spouses from driver license fees

Allows disabled veterans to receive a military or specialty license plate embossed with "DV" in lieu of the standard disabled veteran plate, and grants the chief judge of a judicial circuit sole authority (removing state attorney involvement) to determine whether dishonorably discharged veterans may participate in veterans treatment court
