Requires the Department of Management Services to complete an inventory of all state agency-owned motor vehicles, maintenance facilities, and fuel depots by December 31, 2025, and submit it to the Governor and Legislature with details on ownership, operating costs, staffing, and locations

Creates the Bulk Vehicle Purchase Pilot Program within the Department of Management Services to assess cost savings from consolidating state vehicle purchases in bulk, either through dealerships or directly from manufacturers, notwithstanding existing dealer franchise laws

Requires annual reports on projected vehicle purchasing needs across state agencies, the Legislature, and the judicial branch over the subsequent 5 years, with the first report due December 31, 2025

Creates the Fleet Operations Management Pilot Program to competitively procure a private vendor for managing and maintaining state-owned vehicles, maintenance facilities, and fuel operations, phasing in three state entities by October 1, 2026, with additional entities added annually through October 1, 2028

Authorizes the Department of Management Services to terminate either pilot program by July 1, 2028, if findings indicate insufficient cost savings, or to accelerate implementation if savings justify it; annual evaluation reports on the fleet management program are required beginning September 1, 2027
