Removes geographical limitations on home health agency administrators, allowing them to manage up to five agencies with identical controlling interests regardless of location, rather than requiring agencies be within one geographic service area or contiguous county

Eliminates the requirement that a home health agency provide the initial admission visit, service evaluation visits, and discharge visit through a direct employee when nursing services are ordered, while maintaining that the admitting agency must monitor and manage all care delivered by employees or contract staff

Revises the Excellence in Home Health Program eligibility criteria to be adaptable to all types of home health agencies regardless of payor type, patient population, or service designation

Replaces narrow clinical metrics (e.g., wound infections, hospital readmissions) with broader evaluation categories including patient/client satisfaction, service excellence for both skilled and nonskilled providers, workforce stability and development, and innovation in care delivery

Effective date is July 1, 2025
